おしどりマコ：前々回の安全委員会の被ばく医療分科会に東京電力本店の産業医の方が来られて
おり、事故直後の安定ヨウ素剤の内服等について報告されたのですが幾つか疑問がありますので質
問させてください。その時にその先生にも質問をしたのですが回答を持ち合わせではございませんで
したので。
まず１点目、安定ヨウ素剤を服用された作業員の方で最高の方は87錠服用されたのですが、この
事故直後の作業で安定ヨウ素剤を87錠服用された方はどのような作業をしていたのか教えて下さい。
後、この表から計算しますと40錠以上飲まれた方が61人。60錠以上飲まれた方が13人。そして
80錠以上飲まれたこの87錠飲まれた方が１人という事ですが、安定ヨウ素剤をこの様な大量飲まれ
た方はどのような作業をされていたのかもしご存知でしたら教えて下さい。
そしてこの中に原子力研究開発機構で甲状腺預託透過線量が100mSvを超えると評価された作業
員は178名いらっしゃるのですが、その178名のうち、安定ヨウ素剤を内服されていない方が77名おら
れます。ですので甲状腺預託等価線量が100mSv/hを超えると評価された方のうち、全く安定ヨウ素
剤を飲まれていないこの77名の方は、その後の健康診断やフォローアップをどのようにされているの
か、東京電力としてご回答をお願いいたします。
そして 別件ですが、昨年末から福島県内の方で電離検診を請け負っている病院にお聞きしますと、
一次検診で引っかかっている作業員の方がかなりの数出ておられるのですが、東京電力として一次
検診、電離検診で引っかかっていた作業員の方々をどのように把握していらっしゃるのでしょうか。
もし、元請けや下請けの数でご存じなければ東京電力の社員の方々で、１Fで作業されてる方で一
次の電離検診で血液検査などでひかかられた方の情報など教えていただけたらと思います。

東京電力松本氏：最初のご質問の前々回の菊池先生の状況でございますが、こちらについては資
料がございませんので後ほど確認した上、回答させて頂きたいと思います。
それから昨年末以来の電離検診の一次検診でございますが、こちらは協力企業の方で管理されて
いるので、直接私どもが各作業員の方がどういった状況になっているかについては承知しておりませ
ん。社員についてどういう状況かについては確認させてください。
おしどりマコ： わかりました、ありがとうございます。
ちなみに回答にはどれぐらいの期間でご回答頂けますでしょうか。
東京電力松本氏：そうですね、あのー、菊池先生の件は１?２日ぐらいで出来ると思います。
それから電離検診、社員分での状況でございますが、これも１?２日程度で出来るのではないかと
思います。

おしどりマコ：先ほどちょっと疑問だったんですけれども、ファーストエントリーを、人間が２人１組でさ
れるという事で、そのー、ロボットが入れるかどうかの判断を人間が行うという判断が不思議だったん
ですけれども、その件についていかがでしょうか。 それと浜岡原発の原子力館に原寸大のBWR（沸
騰水型軽水炉:BoilingWaterReactor）があり、トーラス室も見てきたんですけども、かなり三角コー
ナーであってもかなり広い様な印象だったんですけれども、そこを二人で行くということで、大体その所
要時間が30分という事ですが、そのトーラス室に行かれる辺りの時間はどれぐらいの計画で見ている
のでしょうか。
東京電力松氏：１点目のご質問ですが、以前原子炉建屋のファーストエントリー時はロボットを使い
ましたけれども、それも1階のフロアということで階段の上り下りもないという事で計画した次第です。
したがいまして今回のように階段踊り場を含めておりていく事になりますので、まずは短時間で現場
の様子を人間の目で見たほうが効率的ではないかという風に思っています。 その後、今後ロボット
をどう活用していくかについては現場調査の次第という事になります。 それからこの三角コーナー
ですけれどもサイズ的には縦横数メートルございます、広さという意味ではあの、縦横数メートルの
直角三角形という形状でありますが、人が2名一組で行って様子を確認していくにはさほど広すぎな
いエリアではないかという風に思います。

れども、先ずは人間の目で見たほうが全体の効率性は上がるのではないかと考えております。
おしどりマコ：わかりました、では去年のファーストエントリーがロボットだったのは人間の目で見たほ
うが良かったということもあるのですか。
東京電力松本氏：ファーストエントリーの所は事故後初めて原子炉建屋に入ることになりました。
従いましていきなり人が行くことが非常に慎重になるような状況でございましたのでロボット使いまし
たし、また階段等ございませんので、まあ行って帰る事は出来ると判断した次第でございます。
今回は少なくとも1階のフロアについては人が出入りできる状態でございますのでそういった意味で
はいわゆる温度、湿度の状況としては1階のフロアとほぼ同じと見ています。
その後、放射性物質、放射線量がどのくらいあるかという所がポイントになりますので、線量計を持っ
てサーベーをしながら前進していくことで対応可能ではないかという風に考えています。
おしどりマコ：わかりました、なんかこの階段の登り下りまでは人間がして、それ以降はロボットがす
るというような検討は行われたのでしょうか。
東京電力松本氏：それはロボットを持っていくということですか。 あのーそれなりにロボットは重量が
ありますので、人間が持って階段を降りていくこと自身が少なくとも被ばくの観点からは時間がかかり
ますので少し難しいのではないかと思います。ロボットを使うのであれば階段を降りる前から使うのが
普通です。
