東京電力松本氏：まず安定ヨウ素剤４０錠?５９錠飲んだ人６７人と、６０錠?７９錠飲
んだ１８人の作業員の仕事でございますが、当社の社員が４０名と協力企業の作業員が２７
名おります。当社の社員につきましては、放射線の管理、それから当直員それから事
故復旧作業に当たった社員でございます。 それから協力企業の作業員の方につきまし
ては事故の復旧に従事したものになります。
それから安定ヨウ素剤８７錠を服用した作業員の内部、外部の被曝線量等につきまして
は外部被曝線量が６８．４７ミリシーベルト、内部被曝は７．１６ミリシーベルト、甲状腺
等価預託線量は０ミリシーベルトでございます。
それから血液検査の基準値でございますが、TSHが０．３８?３．６４μIU/ml (マイクロイ
ンターナショナルユニットパーミリリットル)それからFT3（遊離トリニヨードサイロキシン）
が２．１３?４．０７pg/ml(ピコグラムパーミリリットル)FT4（遊離サイロキシン）が０．９５?１．７４ng/dl
(ナノグラムパーデシリットル)という基準値でございます。
当社の電離検診の１次検診を受けた作業員で基準値を超えた作業員の人数でございます
が、目の検査で所見ありと判断したものは０人、皮膚の検査で所見ありと判定したものは
６人おりましたけど、最終判定といたしまして放射性障害が無し、というふうに判断いた
しております。
それから、白血球の数がいわゆる基準値から外れたものは１０％、白血球の分核が分か
ったものが０．３％、赤血球数が５％、ヘマトクリット値が基準値を外れた方が２．２％
おります。本日私からは以上でございます。
おしどりマコ：本日２Fの建屋で、非管理区域において見つかった汚染水に関してで
すが、保安院からの情報によりますとこの分析用の水というのは、福島第一から搬送
した分析用の水で「淡水化装置前後の水、セシウム類は除去されているが、ストロン
チウム等のβ核種を多く含む」と書いてありますが、この２Fで汚染が見つかった水
というのは昨日見つかったこの淡水化装置の耐圧ホースから漏洩した水と同じものな
のでしょうか。その水に関してですが、全β核種はサンプリングされているのですが、
β核種であるストロンチウムの検出、解析はされているのでしょうか。
先々週の質問に関してご回答いただきありがとうございます。少し疑問と不満が有
りましたので重ねて質問させて下さい。 えー、係数を教えて下さいという質問を
しましたが、パーセンテージでお答えいただきましたのでその分母となる母数を教え
て下さい。そして基準値外、という事でしたが基準値の行程、高い物は何％、低い物は
何％かというのを知りたいのですが宜しくお願い致します。
そして、白血球の分核は０．３％というわりと大雑把なご回答だったのですが、こ
こに電離放射線障害防止規則５７条に基づく電離検診の個人票がありますが、白血球
の分核に関しては７項目有りますのでその各項目に関してのパーセンテージをお答え
下さい。
そして特に異型リンパ球については、通常健康な人間には現れない物ですので、何
％が何人か１０％単位でいいですので、具体的にお答えいただきたく思います。
そして、TSH甲状腺刺激ホルモンの基準値を教えていただきましたが、これは東京
電力本店菊池先生の資料によるものに関してこの基準値の値でしたが、前々回の安全
委員会の被曝医療分科会の菊池先生の資料によりますと、TSHは５．０μIU/ml以上と
いうふうになっておりますが、先ほどお答えいただいた、０．３８?３．６４というのは
通常の正常範囲に関しても少し厳し過ぎる感じのイメージもありますが、菊池先生の資料
との整合性が取れていないのですが、これはどういう事でしょうか。
宜しくお願いいたします。
東京電力松本氏：福島第２の水の素性でございますが、こちらは第１原子力発電所の
淡水化装置を出た濃縮水でございます。 したがいまして昨日漏洩した水とほぼ同
じような性状になります。ただ水そのものは漏洩した水をサンプリングした訳ではご
ざいませんで、本日サンプリングしたものです。
それから昨日の漏洩に関しましては全βを測定しておりますが、ストロンチウムに関し
ましては大体１ヶ月程度は分析に時間がかかりますので速報性の観点から全βの量でけい
がいに流出したというふうに判断致しております。
それから健康管理上の基準値を超えた方の母数ですけれども、こちらに関しましては人
数としては３，４００人それから検査の回数といたしましては、２回受診した者もおりま
すので、約６,０００回という状況でございます。 したがいまして白血球数の制限を超えた者
が１０％いるというふうにもうしましたけれども、６００にんがまあ超えた者、外れた者という
事になります。
それから白血球の分核の内訳でございますが、こちらに関しましては、まだデータがござ
いませんので改めて確認させていただきます。６，０００人のうち２０人が外れたという
事で０．３％という事で報告さしていただきました。
それからTSHの基準に関しましては０．３８?３．６４μIU/mlというふうに使っておりますが
こちらは私共の方が測定している基準値として使っております。菊池先生が発表された
内容との整合性については改めて確認致します。
おしどりマコ：わかりました、ありがとうございます。ではストロンチウムの検出に
時間がかかるという事で、、では以前のデータでいいですので大体どれくらいの値が含
まれている物なのでしょうか。
東京電力松本氏：はい、１０の５乗ベクレルパー立法センチメートル程度はストロンチ
ウムがあります。
おしどりマコ：えー１０の５乗ベクレルパー立法センチメートルのその前の値とい
うのは大体予想はついていないのですか。
東京電力松本氏：昨日お示しさしていただいた資料ですと、大体、、、あっ、ちょっと
ストロンチウムの最新値は確認致します。
