まず、この日の会見の冒頭の東京電力から報告で
「作業員の方が怪我をした」という報告がありましてん。
[４月４日東京電力記者会見、作業員の方の怪我の報告]
４月４日の午前中に強風に煽られ、怪我人が発生。
１１時５５分頃、野鳥の森のタンク上部の雨養生が風で出来たずれを直す為、
タンクの上部に上った際、その作業員の方が突風に煽られバランスを崩し、
足場材のクランプ（足場材と足場材をつなぐ継ぎ手のような物）のボルト部分に
右足の太ももをぶつけ、切った模様。
男性の作業員の方、年齢５０歳代。
５，６号機側の救急医療室に移送、治療した。時系列でいうと。
- 午前１１時５５分頃 怪我をした。
- 午後１２時２０分に５，６号機の救急医療室に移送。
- 午後 １時４５分に診察、治療を行なう。
- 午後１時５０分にJビレッジの診察所に向かう。
- その後Jビレッジの診察所で診察を受けて、帰宅。
- 右大腿ざ瘡、右太もも前部を約６センチ程切り１２針縫った。
- １２時２０分現在、作業員の方の被曝線量は０．０５ミリシーベルト。
最初のマコちゃんの質問はこの事についてですねん。
おしどりマコ：大きく４つあります、一つ目が怪我をされた作業員の方についてですが、
０．０５msvの被曝という事で、これは外部被曝という事で宜しいでしょうか。内部被曝は測定さ
れていないのですか。
東京電力松本氏：はい、今の段階では測定しておりません。毎月のホールボディーの実計という事
になります。
おしどりマコ：わかりました。傷口から内部被曝した可能性の測定はされていないのでしょうか。もし
今の段階でわかるのであれば、野鳥の森のあたりの出すとサンプリングのデータや、ぶつかっってセ
ンチ切ったそのボルトの辺りの核種の表面汚染データなどはあるのでしょうか。
で、２つ目が窒素封入してから３０時間?５０時間水素の可燃限界まで余裕があるという事ですが、
すいません、その根拠となる考え方や数字を教えて頂けたらと思います。えー、キャパシティーがどれ
位で水素の発生量、ジルカロイ製の被覆間が反応して水素が発生する量がどれぐらいと見ているの
かなども教えていただけたらと思います。
３つ目は、昨日天気が荒れておりましたので、東京電力の雨量情報のページを見ていたのですが、
ブライトバントエコーなどの現象が見られましたので、東京電力の雨量測定するレーダーがどの辺り
に位置しており、そしてそれは、RHIスコープなのか、PPIスコープなのか、教えて頂けたらと思います。
そして、４つ目が以前から聞いております、被ばく医療分科会で東京電力本店産業医の菊池先生が
出したデータの件ですが、以前その血液検査の基準値となるデータを教えて頂きましたが、それは単
に検査会社の基準値の値ですので、その検査会社の値ではなく、被ばく医療分科会で菊池先生が
出した資料の甲状腺機能障害などの値が、その検査会社の値と違っておりましたので、菊池先生の
資料のFT3，FT4，TSHの値を教えて頂けたらと思います。どうぞよろしくお願いいたします。
東京電力松本氏：まず１問目のご質問でございますが、身体サーベイはやりまして、身体に放射性
物質の付着はないという事でございましたので、内部取り込みはなかったという風に思っております。
それから、窒素ガスの封入に関する技術的なデータに関しましてはあの、手元にデータがございませ
んが、施設運営計画の（その１）もしくは（その２）にですね、この辺の解析の状況については掲載させ
て頂いておりますので、そちらの方を確認下さい。
それから天気、雨量の測定方法のシステムにつきましてはちょっと確認します。
それから電離検診の件でございますが、まだ先生の確認ができておりません。現在、私どもは
あのー、定期的な春と秋の健康診断の状況になっておりますので、少し時間がかかるという風に
思っております。
おしどりマコ：わかりました、ありがとうございます。身体サーベイをして付着が無いということですが、
それは以前１月の段階でも聞きました頭の先から爪先まで、１分程度のスクリーニングという事でしょ
うか。それとも詳細な傷口のスクリーニングを特に傷口から内部被曝がされたかどうか、スクリーニン
グはされているんでしょうか。
東京電力 松本氏：ちょっと確認させて下さい。
おしどりマコ：分かりました、よろしくおねがいします。
そして、ここから２回目の質疑ですねん！！
あともう少しですから、最後まで読んで下さいねん！
おしどりマコ：トリチウムに関してなんですけれども、弱いβ核種という事で、確かにそうなんですが
半減期が１２年という事で長く付き合っていかないといけない核種だと思うが、水蒸気とか汚染水など、
いろんな形で放出されたという事で、大体総量でどの位今まで放出されたか、というのは概算で出
ているんでしょうか。
東京電力 松本氏：えーっと、そこはまだ出ていません。
おしどりマコ：分かりました、例えば、セシウム１３４や１３７と比べてどれ位でだ、何倍ぐらいだという
風な大まかなものも出ていないのでしょうか。
東京電力 松本氏：申し訳ありません、そこはまだ出ておりません。
おしどりマコ：分かりました、因みにセシウム１３４や１３７と比べて多いのでしょうか。
東京電力 松本氏：うーんあのー、生成過程がですね、いわゆる重水素に中性子があたってできる
ケースとか、あの、まあ色々先ほど申し上げたような生成過程があります。セシウム等は核分裂反
応で生成しますから、ある意味、量と中性子の密度等がわかれば、そもそも炉内に存在していた量
がわかりますので、そこからあのー、どれぐらい大気に放出されたのかという、まあ大気といいます
か事故後放出されたのかというのはある程度予測がつきますけれども、トリチウムが実際どれぐら
い出てきているのかについては、まあ運転中の例えば炉水の濃度は分かっておりますので、そうい
った所から逆算できるのかという所は、ちょっと検討してみないとわからないです。
おしどりマコ：わかりました、宜しくお願いいたします。以前質問しておりました、前年度で年間線量
限度に達して、新年度から積算がゼロになり、後方支援に回っていた方々が福島第一原発に戻られ
るという方々の去年の線量と、戻られる方の人数のリストですが、それは４月、新年度になったという
事で、大体それはどのような形になっているのでしょうか。
東京電力 松本氏：はい、４月１日付けで戻る者はおりませんでした。
おしどりマコ：分かりました、東京電力の社員の方々で。
東京電力 松本氏：はい。
おしどりマコ：分かりました、今後戻られる方というのは。
東京電力 松本氏：「特に基本的には今すぐ戻すような予定は今のところ無い」という事で、いわゆ
る人事ローテーションを考えている者は申しておりましたけれど、特別、１７０mSv/yですとか事故時、
被曝した者が、その緊急時被曝に関しましても通常被曝に合算するという厚生労働省さんの方針も
ございますので、まあ年度が終わったからという事で、戻って来る事は基本的には無い様にしたいと
思っています。
おしどりマコ：わかりました、東京電力さんの中ではそうだという事で。 分かりました、有難うござい
ます。
東京電力 松本氏：それから、先ほど怪我人のご質問がございましたが、傷口の部分をサーベイし
てバックグラウンドレベルだという事を確認しています。それから、外部被曝に影響を与える雰囲気
線量は ０．１mSv/h 未満が野鳥の森での空間線量になっております。
おしどりマコ：分かりました、ありがとうございます。野鳥の森のダストサンプリングなどのデータはな
かったのでしょうか。
東京電力 松本氏：こちらはですね以前、マスクの運用を変えた時に発電所の各構内のですね、ダ
ストの状況を公表したデータがございますが、そちらの方に載っていると思います。
おしどりマコ：ありがとうございます。で、その傷口をサーベイした時のバックグラウンドというのは大
体どれぐらいなんでしょうか。 これはあの、５，６号機の緊急医療室で測った物ですか、Jビレッジで測
ったものでしょうか。
東京電力 松本氏：えっとー、５，６号機の緊急医療室ですので、まあ３０００cpmぐらいではないかと
思いますが、ちょっと確認します。
おしどりマコ：分かりました、ありがとうございます。
