4号炉の使用済み燃料プールについてですが、まず第一報として、UPS故障とUPSバイパス
給電と、熱交のA系とB系のトリップ、という計4つの警報がなりましたが、このUPSバイ
パス給電は結局実行されていなかった、という事でこの4つの警報の内の一つは間違いだ
った、という認識で宜しいでしょうか。
東京電力松本氏 いえ、間違いだった、というよりも警報、発生した警報としてはそう、、その警報が発生
したんだけども、警報が発生した通り実際の物が機能していなかった。と云うような状況
です。
おしどりマコ これは、UPSバイパス給電が始まったと同時に鳴る警報では、そう云う事ではないのでし
ょうか。
東京電力松本氏 そうです、バイパス給電が始まったら鳴る警報ですけれども、実際にはバイパス給電が
行なわれずに、まあ監視計器の停止に至った、と云う風に見ています。
おしどりマコ あっ、バイパス給電がなされていなかったけれども、鳴ったと云う確認で、警報が鳴った、
と云う確認ではないですか。
東京電力松本氏 あっ「バイパス給電」という警報名、警報が発生したよ、と云う事がまあ監視盤上確認さ
れていて、その際に当然この警報がなると云う事はバイパス給電がされている状況ですけ
れども、実際にはバイパス給電がされていなくて監視計器の停電に至ってますので、もう
制御盤の機能としては果たしてなかっただろう、という風に推定している次第です。
おしどりマコ わかりました、えっ？警報としては間違いではなかった、と云う事なんですか。
東京電力松本氏 「発生した警報はなんですか」と云う事にお問い合わせであれば、こういう警報名が
鳴った、、、。
おしどりマコ あっ、発生した警報が何かと云う事ではなく、この4つの警報の内の一つは、えー制御盤
の間違え若しくは、本来つくはずでなかった警報がついた、と云う事ではないんですか。
東京電力松本氏 そういった意味では二通り解釈が御座います。
本来つくべき警報が誤ってこの警報がついてしまったのか、ついたんだけれども、実際に
は物として動かなかったのか。それは二通りの場合が御座います。
おしどりマコ それはまだわからないと云う事ですか。
東京電力松本氏 はい。
おしどりマコ わかりました、UPSが故障してから、熱交のA系とB系がトリップした、と云う事でこの警報
は制御盤として正確であったという事でよろしいでしょうか。
東京電力松本氏 はい、これはあの何といいますか制御のシーケンスとしては正常なシーケンスです。
おしどりマコ わかりました、この4号機のSFP循環冷却システムは去年の7、8月頃の汚染水処理システムの
2期工事で出来た、と記憶してるんですが、1号機4号機が日立で2号機3号機が東芝と云う事で
、この2期工事で出来た汚染水処理システムは同様に二重系の構成になされていない、と云
う事なんでしょうか。
東京電力松本氏 あの、この使用済み燃料プールの冷却とですね、高濃度汚染水の処理システムは全然別の
系統です。
確か工事した時期は重なってますけれども、4号機の方はこの原子炉建屋と廃棄物建屋、
それから屋外のエアフィンクーラー等を一式でホースの引き回しですとか、
ポンプの設置等を進め値ていったものです。
あのー、汚染水の処理の方は、タービン建屋の方からまあ吸い出しまして廃棄物建屋の
方で、実際にアレバの処理装置ですとか、キュリオンの装置を建設した状況です。
おしどりマコ わかりました。すみません、仕組みは理解しているのですが、その質問の意図が伝わら
なくて申し訳ないです。
この4号炉の使用済燃料プールのように、水がなくなるまで2週間であるとか、温度上
その保安規定の65度に達するまで60時間であるとか、少し余裕があるので、本来なら
ば二重系を構成するところを、時間の余裕が有るため、構成せずに、取り敢えず急ぎ
で作ったというような、他のシステムはあるのでしょうか。二重系を作ってないとい
うシステムは。
東京電力松本氏 あのう、そいういう意味では、まあ、いわゆる仰る様に、その設備に要求される重要度
に応じて、
それぞれ設計は変えています。
特に今重要なのは原子炉への注水システムですけれども、こちらの方はポンプ類、それ
からポンプ類もいわゆる常用、非常用、それから純水、今更に、タービン建屋の側にも
作っておりますけれども、三重四重のバックアップを作って、まあ、少なくとも注水が
途切れることがないように。
あるいは途切れたとしても、まあ最低でも二時間以内に復旧できるようなシステムで、
今構成をしています。
使用済燃料プールの今回のような冷却ですと、まあ、保安規定の制限値に達するまで、
十数時間。
それから実際に水が減り始めて使用済燃料プールが、5m程度水が蒸発するに、最も大き
い熱持っている4号機でも3週間程度かかると云う事から、まああの、そういった余裕を
見ながら設備の形成はやってきています。
また、高濃度汚染水の処理装置も運用開始直後はですね、いわゆるキュリオンの装置と
アレバの装置を直列に動かして処理することで、運用してました。従ってその時間帯で
はいわゆる一重系です。
要はあの、何処かが止まれば全体がストップする状況ですけれども。
今は、タービン建屋に入っている高濃度汚染水が一桁以上、薄まっていることもあって、
現在、サリーの75％での稼働率での運用ができている状況になりますので、高濃度汚染
水の処理では、運用開始当時は一重系の単に直列でしたけれども、今ではサリー、それ
からキュリオン、アレバ、といったまあ、最悪、バックアップとしては2つあるという
状況にはなっています。
おしどりマコ ありがとうございます。ではその、2号炉3号炉のSFP循環冷却システムも、
これは二重系になっているのでしょうか。
東京電力松本氏 設備としては二重系です。ポンプと熱交換器それぞれ、同定機器というテストか、チュー
ブリークといったあの、過去のトラブルの事例に考えてそういった構成をしていますが、
東芝さんのシステムで、こういった制御系の所がまあ、一重系なのか、かなり上流のとこ
ろまで二重系を構成しているのかは、ちょっと確認したいとおもいます。
おしどりマコ わかりました、では同じような二重系になっていない可能性があるのは、1号機のSFP循環
冷却システムという事で、、。
東京電力松本氏 そうですねあの、1号機はもう、日立さんの設計製作でございますので、ほぼ4号機とシス
テムとしては同様だと思っています。
おしどりマコ わかりました、今回の温度上昇で4号炉の付近の、モニタリングポストの線量の変化等はあった
のでしょうか。
東京電力松本氏 あのう、4号機のそばには敷地境界でのモニタリングポストでは変化は御座いませんでした。
おしどりマコ わかりました。すみません、ちょっと別件なんですが、1号炉から3号炉の原子炉内の温度計
についてなんですが、この（添付資料参照）2ページの温度計信頼性評価結果を見ますと、
2号機のRPVとPCVの温度計の「故障」と「参考に使用」というのが2号機だけ突出して多いの
ですが、それは何らかの理由があるのでしょうか。どう評価されているのでしょうか。

はいあの、この辺りは今のところまだはっきりとしたことはわかっておりません、
ただ2号機に関しましては、格納容器の中に内視鏡を挿入いたしまして、内部の状態が
温度としては45℃ぐらい。ただし格納容器壁面で結露した水が雨のように垂れている状況
なので、湿度は100％近い状況です。
従いましてこういった熱電対本体と云うよりも格納容器の中にある端子台のところですね、
何か混触とか、短絡といった事が起こっているので、まあ、こういった故障のものが多い
のではないかと推定しております。
ただし、1号機と3号機の格納容器内はどうかというふうにやはり、考えますと2号機と何か
決定的に違う要素が見つかりませんので、1号機3号機も原子炉に注水した水がペデスタル
の下にもれて、まあ相当湿度が高い状態だと思っておりますので、そういった意味では、
環境的には変わらないと思っております。
従ってなぜ、2号機だけが多いのかというところについては、湿気が多い分だけ、そうい
った混触というの可能性は高まっているとは思いますけれども、1号機と3号機の差が
これだ、というところまではまだわからない状況です。
おしどりマコ 分かりました。
すみません、ちょっと今直ぐに調べられない物で、不勉強なのですが。
1号炉と3号炉の大体内部の温度と湿度はどれぐらいなのでしょうか。
45℃と湿度100％と比較してどれぐらい変わるものなのでしょうか。
東京電力松本氏 1号炉と3号炉は湿度についてはまだ計れておりません。
温度ですけれども、1号機の格納容器の温度といたしましては35度前後。
それから3号機の方は2号機と同様、45度前後ではないかと云う風に、今観測の結果から
見ています。
おしどりマコ わかりました。
ではこの2号機の温度計がなぜ突出して故障が多いのか、と云うのは、
これからその評価対象に入っているのでしょうか。
東京電力松本氏 あの、引き続き調査はして行きますけれども、今のところ何か決定的に、これを調べれば
わかるというところまでは来ておりません。
