今日はようこそおいで下さいました。 簡単に私の経歴、背景をお話ししたいと思います。 皆さまもご存じだと思いますけど、1989年に北京で起こった大規模な学生の抗議運 動があったわけですけれども、私はその中心メンバーの一人でした。で、6月4日にで すね政府によって武力弾圧がありまして、それから私は指名手配されまして捕まり ました。 そして、1989年に4年の刑が言い渡されまして、1993年にまあ満期して出てきまし たけど、やはりそのまま民権活動に従事しました。 そしてその結果1995年にまた2度目の逮捕をされまして、11年の刑が言い渡され ました。所が1998年にですね中国とアメリカの人権対話というのがありまして、その 結果私はアメリカに亡命させられる事になったんです。 そして1998年から2008年迄の10年間ハーバード大学でマスターと、ドクターを取 得いたしました。 卒業後はですね、台湾の国立清華大学で教師をしております。 アメリカに居る期間はですね、ずーっと海外の民権活動をしておりました。 これが今までの私の経歴です。  それでははじめとしてですね「中国の政治状況と人権の状況の関係」について話を したいと思います。 今、中国はとっても肝心要の時に差し掛かっていると思うんですね、今日、日本の雑 誌にも大きな見出しが出ておりました。「中国経済が大失速している」と。 これは私はすごく大きな信号だと思うのですね、というのはこの十数年来のこの中国 の急速な経済発展に一つこれから転機が起こる、という事だと思います。 といいますのはやはり、1989年の６４事件があった以降はですね中国はとにかく統 治をするにはとにかく経済だという事で、経済を発展させる事によって国民を統治して きた訳です。 '89年以降の中国の社会というのは、一見安定した社会になっている様に見えます けど、実際は全然そんな事はありません。ただ政府がですね、大変なお金を使って 表面的な安定を見せかけているだけに過ぎなんです。 つまりその、一見安定的に見える社会の基本というのはとにかく中国がそれだけの お金を使えるかどうかに有る訳ですね。 そうしますと、先ほどの日本の雑誌のように本当に中国経済は失速して行くとすれば ですね、中国の一見安定したように見える社会も大きく揺らぐと思います。 今後の、近い将来の中国の社会には色々とこうした事も予測されると思います。 まず第一に、不確定要素という事でうね、とにかく今後の中国はどんな事でも起こりうる、 逆に言うと起こらない事は無いんじゃないか、という事です。 そして2番目はですね、非常に不安定な社会に入って行くのではないか、という事です。 皆さんもご存じだと思いますけど、2012年に入りましてこの半年間で本当に驚くべき事 件が次々と起こっています。 その事件というのは2つに分けられると思います。 一つはですね、中国共産党の内部、リーダーたちのですね権力闘争というのが、もう隠 しようが無い、その、暴かれているという事ですね。その典型的な例が薄煕来（ハッキ ライ）の事件だと思います。で、この薄煕来の事件、大変面白いのはですね、日本を含 めた、まあ西側というのか、欧米の国がそこに介入している事です。 今までのですね中国共産党内部の権力闘争というのは、未だかつて西側のメディアを 使ってそれを暴く、という事は絶対に有りませんでした。 それから、もう一つの特徴としては、2012年に入りまして、大変な集団抗議活動とか、 そういう事が頻繁に、非常に頻繁に起こっています。 もちろん過去の数年間にもですねそうした、集団抗議活動というのは会ったのですけれど も、今年の特徴はですね、今年は本当に若い人たちが中心になってる、という事だと 思います。 例えば数ヶ月前の広東省の烏坎（うーかん）で起こった事件ですけれども、あの中心に なったのはですね、殆どが出稼ぎに行って返ってきていた若い人たちが中心だったんです。 それから今まさに、四川省のシーファンという所で起こっています、抗議活動はなんと 高校生が中心なんですね。 長い事外側の人たちはですね「中国の若い人なんか政治には無関心で、自分個人の 事にしか興味が無い」と言ってきたんですけれど、こうした事例からするとどうもそれは 間違いである、と言えると思います。 やはり長い事ですね、欧米そして日本も含めまして、中国に対してある誤解をしていた と思うんですね、なので私の今回の任務はですねその、誤解を解く事だと思っています。 では多くの時間を是非、皆さんのご質問にお分けしたいと思いますので、このぐらいに したいと思います。 |

去年の7月に中国では、高速鉄道による事故で多数の死者が出た時に、中国政府が
中国国内の報道をコントロールしている、という問題がはっきり表面化しましたが、普
段の中国の国民は自国の報道が政府の支配下にあるという事を自覚されてるのでしょうか。
もし、多くの国民がそれを自覚なく報道が政府にコントロール、あの、支配下にある
という場合、そしてその層がインターネットをあまり利用しない層の場合、どういった方法が
そのような状況を打破するとお考えでしょうか、教えて下さい。

あの、まず去年のその高速鉄道の事件は、もう殆どの中国人はみんなその報道があっと
いう間に政府によってコントロールされた事を知っています。それはやはり、ネットを通じて
なんですけれども。まあ、確かに仰る通り、ちょっと年齢のいった人たちは、パソコンも使
えませんので、そうした状況知らない可能性もある、あるいは知るルートが無い、可能性
もあります。
ただその、パソコンも使えないような年代の人たちというのは、元々そうした民主化運動
の中心あるいは活発な政治運動をする層ではありません。そうした可能性のある層はもう
本当にネットを知りつくした層です。
で、本当にネットが規制されている、という事を皆さん心配するんですけれども、私は
逆に、規制されている事が、実はプラスになる、と思うんですね。どうしてそう言うかと申し
ますと、今若い人の殆どがIT関連あるいはネットでの様々な商売で生活を成り立ててい
る訳ですね、そうするとネット規制をすればするほど、彼らを反政府に、敵の陣営に追い
込む事になる訳です。
