本メールは、事前に「深夜・早朝における連絡先」の登録のお申し込みをいた
だいた方にお知らせしています。○昨日（8/30）発生した１号機、２号機、３号機の原子炉注水量の低下（運転上
の制限からの逸脱）についてですが、その後の状況についてお知らせします。○前回のお知らせ以降、計３回の注水量の調整を行っております。注水量変更の
実績は以下のとおりです。（８月31日午前３時50分）
・１号機：4.8m3/hから5.0m3/hに調整（必要注水量4.3m3/h）
・２号機：6.6m3/hから7.0m3/hに調整（必要注水量6.1m3/h）
・３号機：6.8m3/hから7.0m3/hに調整（必要注水量6.1m3/h）（８月31日午前７時24分）
・１号機：5.0m3/hから5.0m3/hに調整（必要注水量4.3m3/h）
※給水系と炉心スプレイ系の内訳を調整
・２号機：6.6m3/hから7.0m3/hに調整（必要注水量6.1m3/h）
・３号機：6.9m3/hから7.0m3/hに調整（必要注水量6.1m3/h）（８月31日午前11時５分）
・１号機：4.3m3/hから5.0m3/hに調整（必要注水量4.3m3/h）
・２号機：6.9m3/hで調整なし（必要注水量6.1m3/h）
・３号機：6.6m3/hから7.0m3/hに調整（必要注水量6.1m3/h）○注水量は現在必要量を満たしており、引き続き必要量を下回らないように監視
を行っていきます。○午前11時における各号機の原子炉圧力容器下部の温度は以下の通りで、変化は
見られておりません。また、他のプラントパラメータにも有意な変動は確認さ
れておりません。（８月31日午前11時時点）
・１号機：37.5℃
・２号機：54.2℃
・３号機：55.9℃○注水量が低下する原因については、引き続き調査を行っております。

--------------------------------------------------------------------------○常用高台炉注水ポンプ（Ａ）（Ｂ）（Ｃ）のうち、流量低下事象発生当時は（Ｂ）
（Ｃ）で稼働しておりましたが、ポンプ内への空気の混入の有無を確認するため、
（Ａ）を午後11時８分に起動し、（Ｂ）を午後11時10分に停止しました。停止し
た（Ｂ）についてはエアベント操作を行いましたが、ポンプ内への空気の混入に
ついてはないことを確認しました。○同様に、常用高台炉注水ポンプ（Ｃ）についても、ポンプ内への空気の混入の有
無を確認するため、（Ｂ）を午後11時30分に起動し、（Ｃ）を午後11時31分に停
止しました。停止した（Ｃ）についてはエアベント操作を行いましたが、ポンプ
内への空気の混入についてはないことを確認しました。○以上により、常用高台炉注水ポンプ（Ｂ）（Ｃ）については、空気の混入がない
ことを確認しました。引き続き原因について、調査してまいります。○なお、ポンプ切り換え後の注水量について、１、３号機で低下傾向が見られるた
め、以下の通り注水量の調整を午後11時53分から８月31日午前０時９分にかけて
行いました。・１号機：4.2m3/hから5.0m3/hに調整（必要注水量4.3m3/h）
・２号機：7.0m3/hで調整なし（必要注水量6.1m3/h）
・３号機：6.7m3/hから7.0m3/hに調整（必要注水量6.1m3/h）--------------------------------------------------------------------------
○１号機、２号機、３号機の原子炉注水量の低下（運転上の制限からの逸脱）につ
いてですが、その後の状況についてお知らせします。会見にて必要注水量を確保
した旨お知らせしましたが、その後注水量が安定せず低下したことから、午後９
時56分から午後10時30分にかけて、以下のように原子炉注水量の調整を行いまし
た。・１号機：3.8m3/hから5.0m3/hに調整（必要注水量4.3m3/h）
・２号機：5.8m3/hから7.0m3/hに調整（必要注水量6.1m3/h）
・３号機：5.0m3/hから6.7m3/hに調整（必要注水量6.1m3/h）○午後10時における各号機の原子炉圧力容器下部の温度は以下の通りで、変化は見
られませんでした。また、他のプラントパラメータにも有意な変動は確認されて
おりません。・１号機：37.5℃（午後３時）37.5℃（午後４時）37.5℃（午後10時）
・２号機：54.9℃（午後３時）54.9℃（午後４時）54.8℃（午後10時）
・３号機：55.9℃（午後３時）55.9℃（午後４時）56.0℃（午後10時）○今後、常用高台炉注水ポンプ（Ａ）（Ｂ）（Ｃ）のうち、現在稼働中の（Ｂ）（Ｃ）
による注水について、（Ａ）（Ｃ）による注水へ切り換えを行い、注水量の変化に
ついて確認するとともに、停止した（Ｂ）についてはポンプ内への空気の混入の有無
について確認するため、エアベント操作を行う予定です。--------------------------------------------------------------------------
○本日（８月30日）午後３時の定例のデータ確認において、福島第一原子力発電所
１?３号機原子炉注水系において、以下のとおり注水量が低下していることを当
社社員が確認しました。・１号機：必要注水量4.3m3/hに対して注水量4.9m3/h（午後２時時点）から4.0m3/hに低下
・２号機：必要注水量6.1m3/hに対して注水量7.0m3/h（午後２時時点）から5.5m3/hに低下
・３号機：必要注水量6.1m3/hに対して注水量7.0m3/h（午後２時時点）から5.6m3/hに低下○このため、各号機について原子炉施設保安規定第１３８条＊１に定める運転上の
制限＊２である「原子炉の冷却に必要な注水量が確保されていること」を満足で
きないと当直長が判断しました。（判断日時）
・１号機：平成24年８月30日午後３時７分
・２号機：平成24年８月30日午後３時０分
・３号機：平成24年８月30日午後３時５分○なお、発電所内のモニタリングポストには有意な変動は確認されておりません。
○現場確認の上、午後３時48分より注水量の増加操作を開始し、以下のとおり、注
水量を調整し、午後４時30分時点では各号機とも必要注水量が確保されているこ
とを確認いたしました。（午後４時30分時点原子炉注水量）
・１号機：5.0m3/h
・２号機：7.0m3/h
・３号機：6.6m3/h○今後も引き続き、冷温停止状態の維持、プラントの安全確保に万全を期してまい

核原料物質、核燃料物質及び原子炉の規制に関する法律第37条第１項の規定に
基づき、原子炉設置者による原子力発電所の安全運転及び安定状態の維持にあた
って遵守すべき基本的事項（運転管理・燃料管理・放射線管理・緊急時の処置・
「中期的安全確保の考え方」に基づく設備の管理など）を定めたもので、国の認
可をうけている。
＊２ 運転上の制限
原子炉施設保安規定では、原子炉の運転に関する多重の安全機能の確保及び原
子力発電所の安定状態の維持のために必要な動作可能機器等の台数や遵守すべき
温度・圧力などの制限が定められており、これを運転上の制限という。保安規定
に定められている機器等に不具合が生じ、一時的に運転上の制限を満足しない状
態が発生した場合は、要求される措置に基づき対応することになっている。
