いよいよ明日、大阪市長選が告示になります。
ということで、大阪で福祉の仕事に携わる知人に、「橋下府政はどうだったの？」と聞いてみたら、こんな原稿が送られてきました。「大阪都構想」ばかりが注目されがちな「W選」ですが、最前線で働く人たちには、いろんな不安もあるのかも。その不安が現実のものにならないことを願うばかりです。（riyu）

橋下さんは公務員のことを「特権階級」と言い、「民間ではあり得ない」働き方だと言って、そこに府民の目を向けさせてきました。当選すれば「役人天国体質を徹底的に見直して」くれるそうです。聞こえはよく、確かにどの組織も優秀な人ばかりではないでしょうが、いち民間施設で福祉の仕事をする者として、彼のそのロジックには大きな不安を感じています。彼が言うように、本当に「民」のためになるのか、そもそも「民」とは誰のことを指すのか、その評価基準もあいまいで、とても不安なのです。
健康で普通の生活ができている間は、「公務員」と接するのは税金関係や住民票の交付くらいです。でも本当は、いざ本当に困ったとき、病気や障害を負ったり、介護や子育てが自分たちだけではどうにもならなくなったり、働けなくなったときこそ頼りになるのも、「公務員」と呼ばれる人たちです。私自身、地域で障害のある方にかかわるなかで、初めて彼らの存在を知りました。民間と一緒になって、住民のために動いてこられた方たちを多く知っています。
福祉の仕事は、そんなにお金になりません。「商売相手」がお金を持っていないのですから、当たり前です。「民営化」がいかにも素晴らしいことのように言われますが、例えば、病気や障害で家から出られない単身の方がいたとします。誰かが訪問をする必要があるわけですが、病院や事業所など民間の職員が訪問する場合、ある一定条件がないと「お金」にはなりません。それが無理なら「タダ働き」で訪問するか、「カネにならないから」無視するか、です。ところが橋下さんは約３年９ヶ月の府知事の任期中に、民間の福祉関係施設への補助金を大きく削ってしまいました。今よりもっと少ない人員と給与になって、もし仮に「カネにならないから」弱者が切り捨てられることがあったとして、現場だけが責められる話では決してないと思います。
一方で、一定の身分保障がされている公務員、橋下さんの言葉を借りれば「特権階級」の彼らは、気軽に訪問することができます。民間と一緒になって「公務員だからできること」をして来られた人たちがいるのだということを、忘れてはいけないような気がします。
ただし、橋下さんに「改革」されるまでもなく、大阪府の自治体の職員の30％以上は、実はすでに「非正規職員」なのです。それも、簡単な事務作業などではなく、福祉など「人の命に関わること」の職員が非正規です。大阪市では今年、児童相談所などが介入する前に児童虐待が起こり、幼い子どもが亡くなるという痛ましい事件が起こりましたが、そうした「相談員」にも非正規雇用が多いのです。大阪市は生活保護のケースワーカーとして、大量の「任期つき職員（2年）」を採用していますが、彼らの月給は17万円強ですから、手取りにすれば最低生活費とあまり変わりません。人の命と生活に関わる仕事には、ある一定の経験と勘がいります。「これは危ないな」とか「もうちょっと待った方がいい」という直感は、経験を積まないとどうしようもないのです。それが、窓口に相談に行ったとき、来年の自分の雇用も分からず、たいした身分保障もされていない職員が、３人に１人もいるというのが現状です。彼らが無責任で「ちゃんとしてない」ことがあったとして、私は100％彼らを責める気には、どうもなれません。
最近、「貧困ビジネス」が新聞などで取り上げられるようになり、大阪市も対策に乗り出すようになりました。病院や路上で声をかけ、生活保護を申請させて巻き上げ、劣悪な条件の住居に住まわせている業者のやり方が非道であることは言うまでもありません。けれども「貧困ビジネス」に引っかかりながらも、彼らを頼りにしている方も少なからずいるのも現実です。本当は行政や福祉がしなくてはいけなかった隙間に、「貧困ビジネス」が入り込んだに過ぎないのに、彼らだけを悪者にすることで、私たちの責任は見えなくなっています。「民間の手法」が良いと言うのであれば、そこにニーズがあるからこそ儲かった「貧困ビジネス」は、究極の「民間」の姿です。
私は、公務員をかばいたいわけでも、素晴らしいと言いたいわけでもありませんし、「これだから公務員は」と思うことも言うこともあります。けれども、本当の現実を見ようとせずに「悪者」を作り、私たちも知らずにそれに乗っかっていく今の流れには、恐怖感を覚えます。「維新の会」が掲げる『職員基本条例』では、２度職務命令に従わなかった職員は、停職にできるとしています。どんな職務命令があるのか知りませんが、組織に対してきちんと「おかしい」と声をあげられる現場の職員が減り、一部の「忠実な」職員と大量の「非正規」職員だらけの行政で本当にいいのか、これは公務員だけの問題ではないと思います。
橋下さんはマニフェストで、「将来世代にツケを残さない」と言っています。ツケとはつまり、お金のことですが、豊富な経験を積み重ねた人材や、おかしいことを「おかしい」と言える人材こそ、次の世代の大阪に残していきたいと願います。
